NOT EUROPE AS in Euro 2008; Europe as in the European Union. And I think the correct term is actually 'President'. Today (1 July) Nicolas Sarkozy became the President of the European Union.I have a graduate degree in politics and I can honestly tell you I have no idea what that actually means.

Not to be a stickler, but I believe the title is "Presidency of the Council of the European Union". There are no executive powers, but they will chair the Council and represent it, and the EU, to the rest of the world.
As chair of the council there is a little bit of power in driving the agenda and direction of the council, so you are likely to see them push for "French issues", whatever they might be...
